Toilets are dirt do we need to fix them first or clean them?

I'm done fixing the clogged toilet and noticed that before we set the whole thing toilet was very messy and dirty, the question is? do homeowners need to clean before the plumber comes or let the tradies clean it?

I would have said 'I'll get my gear', walked out and left.

If that was a public toilet, I bet the owner would make a complaint to the council

This is a privately owned property and not a rental/council job?

I think I'd say shure no problem I'll unblok it but it'll cost you five times the normal cost as it's an environmental hazard.
