Hi there I am trying to turn off the water in my home - have found the tap to turn it off and turned it all the way round and left my water running and it doesn't seem to be slowing down at all. I have left it running for about 5 minutes. How long should you leave it running for for it to eventually slow down? I take it all the water in the hot water tank has to empty?
 
If you have a hot water tank then could take a long time dependent on how big your tank is and your header tank.
You could check your cold taps as normally these are probably fed directly at mains pressure so water should not flow almost immediately and your toilets should not refill etc.
 
The cold in the kitchen sink is the only tap you can be certain is directly on the mains.

This should stop within a minute or two if you have turned off the correct stopcock, and it is functioning correctly.

If you have a gravity system with large cws tank in the loft, this will continue to provide water to some taps until the tank is empty, this probably holds 50 gallons and will take quite a long time to empty - quicker if you use the bath taps.
