I have been told that if I update to a new boiler then my whole system will need updating too, meaning storage cylinder, rad valves , condensate drain , all this have I been given the correct advice?

Generally yes and the installer is covering his behind and for good reason, these items can and do fail when a new boiler is introduced to an old system as well as needing to comply to current regulations. Get more than one quote and therefore another opinion.

1. How old is your current system. Given that you already have a condensate drain would suggest it is not all that old.
2. What type of boiler do you currently have?

Ah, I misread it and assumed he needed a condensate drain putting in. That shouldn't need replacing if it is to standard. Depends how old and what condition everything is, as I said get more than one quote.

Edit: you were trying to get a part for an elderly glowworm boiler weren't you? Keep trying with another engineer if he's trying to wrangle a whole new installation from you.
