They are nothing new.
Most people just turn the boiler controls down.

It's intended to save water as reduces the flow unroll the desired temp is coming down the pipe but it doesn't change the volume of cold water sitting in the pipe that has to be run off so not sure how much help it can really be. I suppose it could save some gas by forcing the boiler to modulate down to more efficiently heat the lower flow rate.
