I know I would need to check with MI's for boiler specific info -
But can anyone tell me the standard measurement for a vert flue from a chimney stack?
Is it 1500mm?

I think 1500 was o/f Natural draught. But I was wrong before. What type off boiler are you going to fit there which boiler manufacturer?
 
500mm below or to the side but if the flue is higher than the outlet of the chimney then 1500

Looking at Worcester MIs it's 500 from any structure, 600 from any balanced flue, 1500 from any open flue.
Does this mean 1500 from any chimney then?

The chimney belongs to next door (terraced house) so no way of telling if anything is still connected.

Correct so if chi is higher than the flue 500mm away

But if flue is higher than chi 1500mm away required

And doesn't matter if it's got a fire or not unless your planning on capping it as they could not have one then in two years decide they want one making your install non compliant
