How do you classify a water heater on landlord gas safety if it....

passes the gas rate, flame picture is ok, safety devices is working and the appliance looks in reasonable condition but it is not producing hot water?

Thats what I was thinking diamondgas ..... as long as it is safe then it can be passed but I wanted to dbl check. My concern is that it should be operating and doing what it is meant to be doing ....but as you say.... its a safety check.

If its non operational when you are there, how can you confirm its safety? I would AR it incase it decided to spring into life.

If you re-read mfgs you'll see that it was doing everything it should be operationally except heating the water sufficiently. That isn't a safety issue its operational.... You can ID an appliance and issue a safety certificate because you have made the appliance safe. That's my take anyhoo's :)
