Water Heater Question What would you do?

How do you classify a water heater on landlord gas safety if it....

passes the gas rate, flame picture is ok, safety devices is working and the appliance looks in reasonable condition but it is not producing hot water?

if its not producing hot water then wheres the heat going? is it overheating and tripping out?

id tell the landlord it needs to operate correctly or be fixed or replaced for it to be signed off

You can sign it off! It's a safety check your giving him and it's working safe! You then recommend that a repair is required!

Thats what I was thinking diamondgas ..... as long as it is safe then it can be passed but I wanted to dbl check. My concern is that it should be operating and doing what it is meant to be doing ....but as you say.... its a safety check.

If you re-read mfgs you'll see that it was doing everything it should be operationally except heating the water sufficiently. That isn't a safety issue its operational.... You can ID an appliance and issue a safety certificate because you have made the appliance safe. That's my take anyhoo's
