I recently done a job in a bungalow of taking some rads off to let the lady paint behind them, and returned to put them back on. The woman said that she always had one cold rad while the rest were hot. I tried to bleed it but no air came out only water,so i turned all the others off to force heat to the cold one and it then heated up fine. when i turned the other rads back on the cold one stayed hot so that seemed to do the trick.
Shortly after i went up to the loft to reroute the overflow from the header tank to outside as it was routed into the cold water tank, and she didnt fancy cleaning her teeth until it was sorted. Whilst up there i noticed steam rising from the header tank, but didnt notice any water coming from the 15mm vent pipe. however the cold feed pipe was hot and i assumed the hot water was simply expanding up it. The plastic base was fully supported but the water was pretty hot in the tank, and the plastic walls of the tank were warm. Could this have happened because i turned the other rads off to get heat to the cold one. I turned on heating for an hour just before i left to see as i didnt want to leave it the way it was, and this time the cold feed pipe became only lukewarm and this was after quite a while.
I realise the f&e tank takes up expanded hot water and needs to be a third full when cold as water expands 4% when heated but is this not a bit T00 warm when you get steam rising from it. Any advice is much appreciated.

It sounds normal to be honest, the water can get up to the same temp as the heated water , if its a cold day your bound to get some steam, doing what you did did not cause this problem (it doesnt even sound like a problem).
