Just moved into a house and I was going to install a new shower. I went to turn off the water on the street there was water in the drain, should I be concerned about this
 
I assume the 'drain' is the pit with the water meter and stopcock. If so, it needs investigating; you probably have a leak at or near the meter.

Make sure you're not using any water (no recently flushed toilets, etc.) and make two readings half an hour apart. There should be no detectable change in the reading. If it's changing, make a note of the leak rate and double-check at another time.

If the leak is inside the property boundary it's legally your problem to fix. If it's outside the boundary it's your water supplier's problem. Check their website for instructions about how to report.
