Water runs hot then cold

The water in our bathroom upstairs runs hot for up to a minute then goes luke warm. We have had two plumbers look at this so far. One said it was the mixer on the hot water tank but when replacing it didn't work, he said it was the hot water tank that had furred up and it needed replacing. The second plumber thought it was the mixer valve on the shower. This has been replaced but it hasn't fixed it. The boiler is a conventional boiler, the heating works fine and the hot water works fine downstairs. Also, I understand that when the hot water is turned off at the tank, the hot water taps still run. Any advice would be welcome. We are now £600 poorer but the problem is not diagnosed or fixed.

Hello first of all,

Why didn't you call those plumbers back to fix the problem as they already got payed for work which didn't solve the issue?

First guy wanted to replace the whole system - quote £3000 - so we got a second opinion.
