weather compensation suitable?

Designing system for building that is only used two evenings a week (3 hours each evening) and one day of 8 hours. Temperature set at 21deg with setback of 12 deg out of hours. normally would be recommending weather compensation. But with such little use, wonder if more economical to have normal room stat and programmer. cant see that weather compensation would be of any real benefit.

What’s the building being used for and also wc would work at a day / night temp of 12c
