At the base of some cast iron soil pipes?

Seen it on a few but not actually sure the reason why.

Support normally as you have quite a bit of weight pushing down
 
I'd say it's earthenware pipe sticking out the ground inside the concrete, maybe the finished ground level was changed during construction and came out too low.
You'll probably be able to feel whether there's a collar at ground level by pushing a rod down through the rodding eye.

If not then it's cut it off at ground level and join to PVC.
 
That in the piccy is a plastic access straight, its also been connected to the cast below with a straight pan connector (works really well cast to plastic this way)

You can buy a fitting for the purpose.
I think Hep make them.
They are similar looking to a pan connector except heavy duty and also black in colour.
Designed to go into 110mm pipe only, not the collars
