As title really. I've had a couple of repossessions, when you get the keys as you know there is tape over all the services saying DO NOT USE and the heating, water and gas is off. Who does this? Is it the Bailiffs? If so I might give a few bailiff firms a shout and see what the crack is?

Don't think it would be national grid!!
I would say the person now responsible for the property. Ie solicitors or whoever.

I've never seen it once. Maybe the gas supplier with a warrant. National Grid don't have rights of entry.
 
It would be national grid with police who cap it off or turn off outside if no access

I'm pretty sure yes!!
Maybe I worded it wrong, they have rights of entry, but there are rules to doing such things so they'd have to follow those.
I'd think if the house was re possessed them there would be access. As someone has taken custody of the properly and they can do as they please...ie break in,change locks and cap utilities

NG (or whatever they are now) would have no interest unless a problem was reported. The OP mentioned DO NOT USE on all the services, which would clearly not be a NG function. This will be carried out by a contractor engaged by the "possessor", normally a bank or BS. They will have this work arranged via, probably, the Estate Agency that is assigned to manage and market the property.
But others may know better...........

Absolutely spot on.
On repossession the locks will be changed and then provision made for Fred Smith to go out and "make safe" prior to dwelling being made available to be sold or let.
I know this because in my current role I carry out evictions, repossessions aswell other jobs.
