Can you increase the pressure of the filler on the inside? Or maybe a ball valve on the under side of the inlet. Should be able turn that a tiny bit to increase fill rate of toilet. :)
 
Has it always been slow or has it gradually got worse over weeks / months / years.

It could be debris blocking the inlet valve, or if it's a later traditional type ball valve and float, the washer could have hardened and not allow the valve to fully open.

Can you post a photo of the inside of the toilet cistern
