Press the power button on an it doesn't stay on, I have to keep it pressed in to stay on.

pump runs, fan doesn't.

checked for voltage at van not getting 240 ...

new board an harness, I couldn't check for resistance

y as my multi meter has gone walkers :(

I take it you transferred the Code Plug from the old board to the new?
 
The power button is common. Changed a few boards because of it. You an usually get them to stay on it you take the rubber button out and press the button in further with something like a screwdriver. To check the fan voltage, there should be 240v on the pinky/purple wire. Without the code plug fitted I don't think any of it'll work, but it should be attached to the boiler, not the PCB!

The code plug hasn't been touched, you've miss read it.

a problem with a code plug or NTC can stop voltage getting to the fan
