Downstairs Toilet bubbles up whenever upstairs washroom flushes. Why?

Whenever someone flushes the toilet upstairs, the downstairs toilet bubbles up, like an air bubble escapes, at times, explodes so minor splashes up. Any reason why this is happening? An air pocket in the pipes, or a minor blockage in the air pipe?
