A simple truth topdog, the more ventilation over what you actual need, the more chance there is of a customer blocking the air vent/s to stop all them drafts when the appliance is on !! Then Its Not A Laughing Matter !
Just for the record, insulating your loft will not effect ventilation to appliances only heat loss.
 
I have had standard ventilation blocked by customers let alone over sized. But lets be honest you can make oversized smaller but not undersized bigger without knocking out bricks. It all depends how and were you fit a vent. It seems popular up here in new builds to install them behind radiators, so blocking them would be bit hard, unless you boxed in the rad. Mind you in a cold Winter it may freeze the rad and the hot lost through the vent from the rad must be pretty big.

I must admit though going into what must be thousands of houses to work I have rarely found a vent purposely blocked. Found loads papered or plastered over, or full of muck usually because the tenant has no real idea of the danger involved in blocking a vent.
