Chop back the cement rendering. 3" lead up stand and chased into the wall by 1". Fit a metal drip strip just above the lead and re-cement down on to the drip strip. Lead burn across the flat lead covering, or replace the whole lot.

Hope you don't mind too much Grumpy but thought a small modification to your post was in order!! What you recon, a days work the lot, then good for the next hundred years. (Flashband :nono: not on my house)
 
I think you will find that, if you take off the render, that the lead flashing will be turned up against the wall.
You probably have cracks in the lead on the fold up.
The best solution is to redo the lead work, including removing the first 100mm to 150mm of render and replacing the section along the wall.
The other solution is to use a product called 'sicaflex'.Its like a silicon- but enormously better.
Cut all the old silicon away and run a decent bead of sicaflex along the joint of the render and the lead.
We use sicaflex for all waterproofing of joints in shower cubicules, under the fibreglass covering.
Its great stuff - sticks like turds to a blanket - and remains strong and flexible for a long time. More so than silicon.

The render should be a minimum of. 65mm above the deck. It's probably soaking, all that silicone helping to bridge gap and aid the capillary action. Bet you haven't actually got a leak it's the water in render dripping through . Either the spread or the roofer wasn't thinking. .

Hmm, remember most lead work isnt even being taught now in colleges, let alone on the job site.

very few employers are even willing to teach it due to having to get your moneys worth out of apprentices.

its very much the roofers job now sadly.

its a alightly outdated view that you have to be able to do lead work to be a skilled plumber

No sorry it is very much a "Leadwork" job now !!!! (a trade in it own right). Not IMHO a roofers job.
