Leave it on 1 then as the temperature obviously well up.
The stat may be out or the boiler coated with sludge or scale and give a false reading. The temp will be above the set point before it reacts.
This is common on older boilers.
Some X200 may help.
 
I'll keep an eye on it, I don't mind if the stat is inaccurate as long as its working safely. The missus is talking about wanting an open fire so I may fit her a new wall mounted regular later in the year, I quite like the ecotechs and the prices are reasonable
