Looks neat to me tbh. I bet he just forgot the flue and would be feeling rather embarrassed when he hears from you and will be back to sort quickly.
 
Yep he got back to me and will sort asap. I guess he just forgot!
 
fire cement is for fires, I would use a one coat plaster on that hole myself
