That would be my guess as the water on the whole buildibg side of the plate will be at a temp that best suits heating which will be way too hot for dhw so I would assume it is a blending valve.

Looking at it without prior knowledge It is not obvious to me which parts serve which side ch or dhw but both appear to have temperature blending much like the units fitted on some underfloor manifolds.
Dhw is on the left...
 
Where did you get this image solutions? I want to see a description for the numbers...
On the page in my link in earlier post. But it doesnt tell you wgat the numbers are. Was about yo do a reverse google image search to see if I can find original image source thst might have that info.

I must have missed that post. That's exactly what it is. I saw a poster in the lobby advertising HUI servicing lol *penny dropping* - I thought it might have been a blending valve but thought it would have been bigger.. Plus can only see an entry and exit for one source

Its not clear what is doing what or going where in the images as the pipework is stacked.
The pump is only for the central heating so the 2 far right pipes are ch flow and return for the flat.
The first 2 on the left are going to be cold mains in and hot out which makes the centre 2 the building primaries and the trvs are on the primary building return pipes coming out of both plate to plates. The dhw plate must be kept hot all the time with flow from building primaries as I can only see one motorised valve and that is on the ch plate side.

11 is hot water temperature. 9 is flow switch. Follow it logically and it makes sense.

Not sure its a flow switch its on the building primary. I doubt tge dhw needs a flow switch in this set up as no instruction to fire or pump or divert required.
