Can anyone clear up the rules for me about gas appliances and meters in a fire escape

I know open flue boilers are ruled out completely, although i'm not sure if thats ar or ncs

Theres rules about pipework, only threaded barrel and full length of copper
Boilers however are full of compression joints so surely that rules them out just on that basis, as should be meters

Then there must be building regs concerning a boiler in a fire escape

Also I remember something about boilers under stairs needing half an hour fire stop (although this one is under stairs)

talk to buildings control, dont think they will be chuffed with a flame producing device sitting in an escape area. I am not sure but thought you needed 60 mins for understairs protection if thats where you site a boiler, ie thick pink plasterboard x 2, which is what they made me put in a few years back on a boiler move.
 
Fire protection only required if the building is greater than 2 storeys last time i looked. No idea on fire escapes, is it a purpose provided escape or the route you would take to escape in a HMO or similar? If it's the first one, who the hell put it there?!
 
its the sole entrance and exit, (not purpose built)
two floor flat above a shop, you go through the front door, theres an island as the stairs change directions which is where the current boiler and gas meter is. Then the stairs continue to the flat which as i said is over 2 floors

current boiler is knackered and needs to be replaced and I want to relocate the new one.
At 1st this was fine then tenant changed her mind, after which everyone at the housing association has gotten involved and I need to get my facts straight.
 
Reg 12 of the GSIUR for meters and bs6798 5.3.4 for boilers

and this is what it says in bs6798

If a boiler is installed in an understairs cupboard, the cupboard shall conform to one of the following.
a) Where the premises in which the cupboard is located has no more than two storeys, the cupboard shall conform to 5.3.2.
b) Where the premises in which the cupboard is located has more than two storeys, all the internal surfaces of the cupboard, including the base, shall be non-combustible or lined with
non-combustible material, having a fire resistance of not less than 0.5 h when determined in accordance with BS 476-22 and the air vents shall be direct to outside air.
COMMENTARY AND RECOMMENDATIONS ON 5.3.4
Installation in an understairs cupboard should only be considered if there is no alternative location.
Whenever possible, the boiler in an understairs cupboard should be of the room-sealed type.
 
Might be worth looking through approved document B as there may be issues with pipes penetrating surfaces and fire protection requirements. Pretty unusual circumstance which I've never had to deal with before so would be interested to hear what you find?
