Ferret, never heard of something being technically AR. It is either potentially AT RISK to the customer or its not. If an installation has been finished with no compartment notice you wouldn't turn it off!!!

A new installation should be installed by a gas safe operative, fully qualified and registered in that field and therefore would not/should not install any part of installation ‘not to current standards’
Therefore if you inspect an installation and find ‘not to current standards’, you could have cause to believe the installation has been installed by an unregistered, unqualified person in the area of works involved, therefore Technically you could deem the installation ‘At risk’, for above reasons, it is very much up to the engineers discretion and available information and circumstances

Well probably not but that could be part of the signs that indicate something is wrong with the installation and who installed it

The word competent (exuse spelling) is used a lot in gas regs. If the installation has been fitted by someone (competent or not) and it is NOT AT RISK then you cannot and shouldn't turn off appliance. You should advise customer that there installation is NCS however is safe to use (if all nesseccary tests deem it to be).
If it was fitted by a monkey but safe its not AT RISK.

Yes or a cowboy. Not saying its right but an appliance or installation is only AR if it is AR and shouldn't be turned of otherwise. Just how I interpret the gas regs and the english language.
AT RISK to me means exactly that. Every appliance could be at risk in the future but at the time of test if its safe then it stays on and faults raised with customer!

From what little or large I have, a competent person is :-
a worker with experience of the system they are working on
an adequate knowledge of work in that area
an adequate knowledge of a safe working environment
an understanding if weather it is safe to continue
an understanding of safety regulations applicable

Being registered is supposed to ensure work done is by the book but there is always the exception as the OP has queried

I know so called gas fitters, plumbers. engineers whatever round my way which are useless but they blag on

A larger company however should not nor should a one man two band
