From my point of view what a badly designed and dangerous kitchen with a cupboard right up next to hob:
No space for handles - which should be to the side not out in front.
No space for putting things to the side before they go on or when they come of the heat.

I would only do this in a tiny kitchen where there is no option and would then go for electric instead.

I don;t see any difference in risk between electric and gas ....

Heat, Handles, Setting aside - same problem, why would you have a different standard? - we use air blown over electric elements to start up biomass - the elements don't touch the pellets, it's just hot air....

Fair point , but has little relationship in gas hob clearance. I like to do a little cooking and a cupboard in the way with risk of hot handles on pans would not fit with the good cooking experience. So this thread is not just about what I can get away with gas safety, its what the end user has to work with.

who's responsibility is it the appliance is connected to the regulations.

Over here, it is the plumbers responsibility and if there is a fire caused by an appliance that is not installed to Gas Regulations, then the Plumber who installed it is liable.
If it has been installed incorrectly, the plumbers insurance will not cover the damages.
We are very strict on complying with the gas regulations. As stated previously, splash backs and fire ratings are unfortunately the plumbers responsibility.
 
Its the same here, Engineer is responsible to install to manufacturer instructions and any relevant standards.

Does this installation comply or not with the Gas Regs or MI's.
With Gas regs, there are not too many grey areas..either it does or it doesn't

I do not think it complies, as the first post says the Mi's require 300mm. I do not think there are grey area's. Primarily you install to the Mi's and if the Mi's are not specific you follow the BS's (British Standards)
