When it comes to plumbing and electrics some electricians know more than others and I usually get the others.
 
If you're a qualified plumber (Id imagine to level 3 - as it covers wiring) then by rights you are considered a competent person, but i believe this is only to change like for like.........
If you want to be 100%, look it up in Part P - planning portal of building regs, as if you do it and you shouldn't have then it could be an insurance liability for you if anything goes badly wrong later
 
I did Part P a couple of years ago but only because the company i worked for paid the bill! I won't bother renewing it when it's expired because i'm sure anyone competent can replace like for like anyway (Non-notifiable).
Anything more involved i'd just get a sparks in. Even with Part P you can't certify any works you do- you still need a qualified sparks to do so. Therefore in a nut shell - a waste of bloody time and money...
