well after taking the radiator off yet again i have come to the conclusion it must be something to do with the pipework...im sure one is a flow and one is an return pipe as there is a clear temparature difference. The return pipe has signifant pressure in it -as much as the flow, im and thinking this is what is stopping the water circulating. I dont think it is a coincidence that this is the furthest away radiator in the house. Could the pressure in the return be too great???

When you just open the valve the pressure will be governed by the head of water in the system and should be the same on flow & return, give or take. While you have the rad off, try changing the valves as well when you put it back, at least that way you will have eliminated them from the equation and you will know that it is the pipework.
 
Longshot but is flow/return round correct way? After a while a radiator will heat up even though flow is at lockshield side?
 
You need someone in to check the pipework by lifting floorboards and the like, there is definately a reason why it doesnt work.
