Turning off mains cold water at meter or internal stopcock. Allow tank in loft to drain down by opening hot tap. Lever iso. valve can then be cut in,on cold feed, anywhere above hot water cylinder outlet level.
Last Plumber beat me to it .Work can be done without entering loft.
