Looking at the arrow on the side I would say its a check valve (nrv)
 
I know dome of the iso valves have an arrow too but its the screw above it that makes me think its a verifiable check valve.. Their hot water pressure is quite low and this is on the cold to the combi so gonna change this to see if its the issue
 
If its been fitted as a service valve you could remove it or replace with full flow valve
 
Not gas the gas valves like this usually have a pozzi screw and you can see the rubber seal looks like water of an old multipoint

And it would pet-rude further out to put your gauge hose on. It looks like a water connection of a mains multipoint, it's got the screw as a drain.

test point for measuring gas pressure ,looks like a gas iso has been fitted to water TBH
But there was no way you'd get a gauge hose on there, its not long enough.. ?
 
Must be a valve of an old multipoint then. The screw is to drain the pipe. If it is it will have a rubber o ring on the screw.

Pooh! Which means I could have misdiagnosed the issue then :/
 
what was the problem and what did you come to?
Hot water pressure throughout the flat is quite low. Temperature is stable. I thought either there's a blockage somewhere or a valve that is restricting flow and that's the only valve I found.

What a bout the stop tap?
 
As it's not full bore it could be that valve in the pic
 
I believe this valve could be a combined isolation and flow regulator.. As seen made by aquaflow:
