Turns out it was a flow regulator and iso valve..

flow (out) very good now/ all fixed ?
 
I stand corrected, Ive never seen one of those.
 
Its a lot better, still not perfect though.. So I'm thinking maybe the plate exchanger could do with a descale

Looking at what's inside that valve it could be a good idea to de-scale Plate , may even need replacement, mind time you spend removing plate, time to de-scale, Proberly just as cost effective to renew it.
