have been asked to price a full 5 bed +2bath+1shower+2 toilets all new install

My Q : have to have 3 zones for ch and 1 for hw ?
have done S + before but this needs one more for the tower rails only !

Just add another circuit in stan for towel rails
So if you want 3 separate circuits for heating and one for hot water 4 Channel time clock
 
Why don't you just use 2 programmable room stats for the the heating zones and a 2 channel programmer for DHW/towel rails?

You can get a honeywell 2 channel for two zones (DHW and towel rails) then get another 2 channel for the other two heating zones.

They do one just for 2 heating zones. Can't say I've seen a 4 channel programmer but then again its not something I've done before.
 
Easier to go for programmable room stats for heating zones.

How are you planning to provide temperature control for towel rail zone? An eagle eyed building inspector could question this. [we all know they wont, but if a problem arises on the job you could be found to be at fault if somebody kicks up a stink]

It might be easier to have electric elements on each towel rail that can work on an individual timer for each towel rail.
