    Filling Loops - are they ever removed?

    How often do you actually come across filling loops that have actually been removed as is the legal requirement? Every one I come across has always been left fitted! And what is the logic of the requirement? As a DCV is suited to Fluid Category 3, so I would have thought would be sufficient...
