took out an immersion heater the other day, isolated at a switch in a school corridor ( directly below cylinder ) wired new one back up and the caretaker had switchedthe electric supply back on thinking it was a light switch! ( even though it is labelled) would have potentially touched the connections because I didn't know it had been live-end back up, the only thing that gave it away was i noticed my glow stick showing a live wire when it was sat next to the cable, very close call!
 
before i touch an electrical cable or connection i was taught to test as i described using my test lamp, so i do mean at the connections i am just about to touch, if you check a spur is on then off you still dont really know that there isnt a back feed at the connection so i dont know how you can confirm it is safe unless you check the actual terminals you are about to touch

Thats exactly what i do to, its just when you wrote check it is on using test lamp i thought you meant you check there is a voltage before turning the spur off, its just how i read it. You of course need to test at the terminals after isolation and if there is a fault/mistake then you may find a voltage.
