Bathroom rad

hi i just moved into a new house which is around 5 years old. problem is the rad in the bathroom comes on and it gets dam hot but the heating isnt on. Called the housing assoc plumber who said it was normal and most of the houses that were built at the same time in my area do the same. anyone know if he is right ?
